This tax is a charge implemented in various cities with the aim of strengthening public safety and improving citizen coexistence. The money collected is used to finance crime prevention strategies, provide technology for security forces, community programs, and other initiatives that seek to ensure a safer environment for citizens. When does it come into effect in Antioquia?
The Government of Antioquia established that the Special Citizen Security and Coexistence Tax will come into effect on January 1, 2025, and will remain in force until December 31, 2027, according to Ordinance No. 50 of December 17, 2024. The residential sectors of strata 4, 5, and 6, along with the industrial, commercial, and official sectors, will make the contribution. The measure exempts strata 1, 2, and 3 of the residential sector, as well as energy self-consumers.
How can the payment be made?
María Alejandra Escobar, director of Control and Oversight at the Ministry of Finance, reported that Antioquia citizens will be able to pay this contribution on a monthly basis through electronic channels such as PSE and the Bancolombia button, using the web portal that will be enabled by the Governor's Office. Currently, there are seven energy marketing and distribution companies that have already incorporated the Security and Coexistence Tax into their bills.
Subscribers whose energy company has not yet incorporated the Special Security and Coexistence Tax into their bills will receive a separate bill, which will be sent physically or electronically every three months. However, they will be able to make monthly payments through the website set up by the Antioquia Governor's Office. The printing and distribution of these bills will be handled by the logistics operator designated by the Governor's Office.
What will the Special Tax for Security and Citizen Coexistence be used for?
Technology and connectivity for security, with the aim of increasing the technological capabilities of the security forces to act with greater precision and speed in the prevention, containment, and investigation of crimes.
– Integrated Emergency and Security System – 123 Departmental: Cameras with motion and license plate detection, Line 123 Antioquia, with integration of surveillance and emergency services, Line 123 Mujer Antioquia, and Health.
– Connectivity project for security in Antioquia: Fiber optics on secondary roads to connect security cameras.
2. Antioquia Segura Military and Police Squads – EMPÁS to pursue criminals in rural areas. Joint Army and Police patrols will be strengthened with trucks, motorcycles, radios, and drones in the 25 zones of the nine subregions of Antioquia.
3. Construction of a departmental prison for 1,000 inmates, in order to clear police stations and military garrisons.
4. Decent infrastructure for our soldiers and police: improvement of deteriorated police stations and Army and Navy bases.
5. Renovation of sports facilities for community use, with the aim of preventing crime and promoting recreation and healthy leisure activities.
